How does a state constitutional amendment work?
Missouri is one of 24 states that allows statutes and constitutional amendments to be brought before voters by way of citizen initiatives.
A person may file a petition with the Secretary of State, who then approves or rewrites the title and wording of the measure. In order for an initiative to go before the voters, a required number of signatures must be gathered on petitions. For a constitutional amendment, the number of signatures required is eight percent in six out of nine of the state’s congressional districts in the last election for governor.
In this case, that formula translates into a figure between 150,000 to 180,000 signatures. The signatures would have to be gathered by May 8 for the initiative to earn a place on the November ballot.
