Council Clears Way For Student Housing In University City

Washington University to construct 5 buildings to house students

University City councilmen on Sept. 24 approved new zoning designations, laying the groundwork for the redevelopment of a section of Delmar Boulevard and several other properties for an $80 million student housing development.

The council designated properties at 6255 and 6263 Delmar from commercial to mixed-use; and 6322 Enright Ave., 701 and 707 Eastgate Ave., and 700 Limit Ave., from residential to mixed-use.

Washington University plans five buildings for the site, that would include 240 to 265 apartments to accommodate 550-600 students. The development would also include a retail component of 22,000-square-feet, along with an underground parking garage to accommodate 300 vehicles.

The parcels in the rezoning area are owned by Washington University and construction could begin by January 2013, Washington University officials told the council several weeks ago.

Property Tax Rates

The council also held a public hearing on its proposed 2013 property tax rates, during which no one spoke in favor or against.

The city forecasts assessing a residential rate of $0.757 cents per $100 of assessed valuation; $0.776 for commercial property; and $0.090 for personal property taxes. The city estimates it will gain $4,623,000 for its general revenue, pension and debt service funds for the 2012-13 tax year.

The city however, neglected to place a vote on the new tax rates on its agenda, a fact that was brought to its attention by resident Edward McCarthy. When confirmed by the city's financial officer that it indeed had to be approved before Oct. 1, the council agreed to come up with a date for the approval.

A special meeting date to approve the tax rates was set for Friday, Sept. 28, 8 a.m., in the second floor conference room at city hall.
